The Board of Regents of the Norway University, at their July, meeting passed the following resolution:

"Upon written request from any University official involved, the Registrars of each campus are empowered to withhold degree certification, transcripts and academic record information, registration records, and/or permission to register, in cases where a student has unpaid fines, has a delinquent loan account, has refused to return books or property of the University, has refused to replace or repair University property which the student has damaged, or is otherwise indebted to the University, until the fine or indebtedness is paid or satisfactory arrangements for restitution has been made."

A negative service indicator (hold status) will be placed on a student's transcripts and registration for:

1. Any amount of transcript fees, fees, tuition, or any penalties related to registration and/or fee payment.

2. Any library fines that have accumulated to the amount of $15.00 or more.

3. Any other financial amount of $24.00 or more.

4. A student has not complied with conditions imposed by the offices of Admissions or Financial Aid or the University Program, or has failed to supply required information.

5. Negative service indicators will be placed on registration only for failure to meet academic requirements or standards, such as academic suspension status and will be implemented without prior notice.

Any appeal of a negative service indicator must be directed to the office/department that issued that service indicator. The issuing office will be responsible for placing and removing the negative service indicator.
